  • This is the first election in which we have a law to face Political Violence and throughout almost two months, until now, NO political party is applying the law.   
     
    Despite the fact that all of them have been alerted of the deadline by the Electoral Attorney General Office, none of them changed their statute to fulfill the Political Violence Law. Neglecting, in this way, the need to create effective protection and security policies for black women, candidates and congress women.
     
    Cases of Political Violence against black, trans and transvestite women are increasing. In addition, candidates do not have adequate reporting channels to refer cases and obtain protection.
     
    Therefore, we will meet with government’s authorities and political parties to secure the Political Violence Law fulfillment and to demand for the qualification of whistleblower channels. 
     
    We will deliver a commitment letter with our recommendations and, at this moment, your signature shows that we won’t accept black women and transgenders and travestis being interrupted.

  • In march 8, 2018, a day of Womens fight and days before her murder, Marielle shouted this sentence in the plenary of the City Council of Rio de Janeiro: I will not be interrupted!

    VIOLENCE

    98% of black candidates suffered at least one type of Political Violence in the last elections, according to a survey on Political Violence carried out by the Marielle Franco Institute.

     

    Eight out of ten women have experienced online violence from misinformation or hate speech.

    WHISTLEBLOWER CHANNEL

    According to the survey, only 32,6% of black candidates reported some of the cases of violence they suffered.

     

    Among those who made some type of complaint, 28.8% reported it to their own political party and 28,8% filed a police report or reported it to the cybercrime police division.
     

    LAW

    In 2021, the Political Violence Law was ratified, which aims to guarantee the entry and permanence of women in politics. This will be the first elections with this law in force.
     

    Although all political parties were alerted about the deadline by the Attorney General's Office for Elections, none of them changed their statutes to comply with the Law, neglecting the need to create effective protection and security policies for black women candidates and parliamentarians.

    LAW ENFORCEMENT

    Denounce the lack of implementation of the Law on Political Violence. Act for compliance by the parties and enforcement of the law by state authorities.

    WHISTLEBLOWER CHANNEL

    Focus on articulating and qualifying the channels for complaints from the State and civil society.
     

    PUBLIC DEBAT

    Contribute to the understanding of how Political Violence against black women directly affects Brazilian democracy.

     

    Help pressure the authorities to ensure the enforcement of the Political Violence Law in these elections.

    In a report published after the 2020 municipal elections, the Marielle Franco Institute mapped 8 types of Political Violence suffered by more than 140 black candidates in the elections.

    The newest survey by the Marielle Franco Institute presents unprecedented reports from 11 black parliamentarians from all regions of Brazil, showing that "elected or not, black women remain unprotected".

    During the last few years and especially in the online campaigns of the last elections, hate speech and disinformation have been crossing the political exercise of cis, trans and travesti black women, whether in electoral campaigns or in parliament.


    They are often prevented from exercising their rights and political struggles in institutional spaces.


    The political violence that occurs in digital media is directly linked to attacks outside these media. It is not just about symbolic violence, because hate speech finds an echo in society and propagates acts of physical violence against these women.
